As we well know by now, Justice Department officials formulated a system by which they evaluated USAs and organized them into three categories; average performers, underperformers and "loyal Bushies." Underperformers were to be ousted while loyal Bushies were kept on board. Last night, Jon Stewart and Rob Riggle tried to figure out exactly what a loyal Bushie is and where they come from.
