Actually, the reason we are still pumping billions of dollars into Iraq now may very well be to buy silence. Let's face it, we invaded illegally and without real reason (other than to depose Saddam) and in the process, have violated internationals laws and the Geneva Conventions. If a true independent Iraqi government were to happen, they could very well petition the UN and the International War Crimes Tribunal for action against our leaders. So...we don't want a real government there, we want a puppet government we can control and coerce.

It's a figure of speech. With basically none of our billions of shipping containers coming into our ports being inspected, any port is a 'container bomb' away from very bad times.

Iraqi's government will become more and more corrupt, as long as the US occupation goes on and as long as the US throws money to support the occupation. The huge amount of cash we are injecting into Iraq is distorting any normalcy in government and is fostering a kleptocracy.

Our money caused the same distortion and corruption to happen in Vietnam during the war (i.e., South Vietnam's series of corrupt, helpless governments during the war).

Don't forget, Richard Clark and others have told how invasion of Iraq was on everyone's mind from the inauguration on, and 9/11 gave them the casus belli. One of the conclusions reached by Naomi Klein in her new book, The Shock Doctrine: The Rise of Disaster Capitalism, as paraphrased in a Christopher Hayes piece in In These Times, is that: "The sole achievement of the U.S. occupation thus far has been the transfer of billions of dollars of public money into the private coffers of those companies that wished to get their hands on lucrative government contracts. This, to Klein's mind, is the whole raison d'etre behind the 'corporatist state.'" It was also the whole raison d'etre for the invasion.
